Is it possible to display the node/link values in the graph without hovering?

As an example, like here:

I’m not sure I quite understand your question, but the examples at https://plot.ly/python/sankey-diagram/ display the node labels directly. e.g.
newplot%20(34)

Is there something more you’re looking for?

I would like to display the amount in addition to the labels (e.g. as a number on top, or on the flows) for static images mostly.
