Trouble populating Dropdown - getting error message "Invalid argument 'options'

The code for the Dropdown looks like this:

This code used to work about a year ago and seems like it should still work, but I can’t quite figure out where it is going wrong.

It turns out that I may have gotten some corrupted data, where one of the state values was null. Once I eliminated the null entry everything worked as before.
