So it seems that you need to go online at least once in order for the Jupyter notebook to download the javascript. Then when going offline, if the notebook page is refreshed (such as the ipython server being reset), then the plots come up blank until internet connectivity comes back. I thought that the browser generally caches things like javascripts. Does plotly not allowing caching, or it this something I can adjust in my browser (chrome) ?
